3. Josh Gordon
For years, fans and the media alike have been clinging onto the idea that Josh Gordon could evolve into a consistent All-Pro wide receiver. After another year of disappointment and another suspension, that ship has likely sailed for good.
Nevertheless, at 29 years old, Gordon could still become a complementary piece for an offense in need of a big-play threat. Just two years ago, Gordon caught 40 passes for 720 yards and three touchdowns despite joining the New England Patriots in the middle of the 2018 season.
Of course, when making a decision on Gordon, teams know the risk that comes with signing someone that has been suspended a handful of times in his career. First and foremost, Gordon will need to be reinstated to the NFL before he is able to join a new team in 2020.
